Penalty for signing up for lower level of service?

I became a Verizon Fios subscriber in September 2015, choosing the 25/25 Internet plan.  Recently, Verizon made its 50/50 Internet plan the default.  However, I am still at 25/25, both according to Speedtest.net and logging into my Verizon account.  Whenever I access my account online, I'm given the offer to "uppgrade" to 50/50 Internet, but for an additional $10 per month.

 

Why do I have to fork over extra money to double my internet download and upload speeds, when a new subscriber can sign up and get 50/50 Internet right off the bat?  It's like Verizon is trying to slap me with a penalty for not choosing 50/50 Internet when I signed up!  I've seen Comcast upgrade customer internet speeds free of charge, so why can't Verizon do the same?
