Drop Wire CMR Bill

11/7/2016 I received a bill for a $410.39, for which I assume was to repair the fiber line that was cut on 10/11/2016 when putting in a water line. All the utilities were marked by miss utility but where exactly and how deep the cable was buried was inaccurate. The fiber line was only an inch or so below the surface without any conduit. The technician that came out ran a temporarily fiber line to get us up and running. He stated that the cable should be at least 6 inches or so below the surface and that Verizon is supposed to maintain the depth and would write so in his notes. Couple days later a crew came out and buried a new line using a new route and it appeared they ran a line with proper depth and using the orange conduit. Something that should have happened with the first install. However, I was never given any estimate or told that I could be billed in the first place. I may have just cancelled service then and there. How can I dispute this charge? I only get the endless loop of being transfered around when calling Verizon support.
